Another option I was entertaining for how this fight might go, would be shooting Chuuya with a bullet covered in Dazai’s blood. Explain that since Alex’s blood holds his power, so does Dazai’s but it doesn’t work with the canon. Dazai’s ability works purely through touch. I was also thinking of getting Dazai a sample of Alex’s blood and giving him the ability to nullify other people’s skills without the need to touch, but that’d make Dazai too OP.

As for Chuuya’s hand – another explanation, this time shorter – it’s the gravity in work there. Chuuya’s attacks, as explained in the manga and anime, are miniature black holes. Black holes posses immense gravitational force, able even to pull in the light. Of course, they can suck in a hand.
