They were so obsessed with the human form that they forgot Silhouette Knights were just tools. They were focusing all their development efforts into new fortification magic methods to make the strands stronger, or trying to change the initial recipe, rather than something like weaving it together.

It's probably the same reason guns haven't been invented yet. What they had worked well enough and no one was willing to dedicate time and energy creating a more difficult to produce knight when you can just make two of the current model in roughly the same amount of time.
