After the Straw Hat Pirates stumbled upon Punk Hazard, Caesar wanted them eliminated at all costs as evident when he sent the Yeti Cool Brothers after them. Franky once struck Caesar’s interest, as he wanted the laser system installed in the cyborg’s body. After the Straw Hats learned of the sinister experiments that Caesar has been doing, they aimed to capture him with Law’s assistance. Luffy and Chopper have gained a deep hatred towards Caesar’s cruel treatment towards the children and his men and Chopper dismissed him as a scientist. Despite this, Chopper did heal Caesar’s wounds and prohibited Sanji from hurting him further (though Chopper stated he was free to kick him after he was done healing him).

Despite being an enemy, part of the Straw Hat crew, Caesar has traveled for a long time as their prisoner and creates a special bond with Chopper who looks after him. In fact, together with him he develops a particular relationship of collaboration, given that he has great medical and scientific knowledge, and aims to help him to enhance his Rumble Balls to use in future battles.

Caesar is a skilled mad scientist and chemist who particularly specialize in creating dangerous biological and chemical weapons that the Marine’s Science Division including Vegapunk greatly feared. One of his experimental weapons had rendered Punk Hazard a barren wasteland. He was able to turn normal humans into giants, a feat that even Vegapunk could not accomplish, though Caesar has resorted to illegal and inhumane methods that Vegapunk considers unacceptable (by forcing vast amounts of dangerous drugs down their systems), and the fact that the children used would expire within five years from the continuous experiments,

When Monet asked whether his experiment failed, he claimed none of his experiments ever fail, even during the “failed” experiment four years ago where his weapon of mass destruction killed a massive amount of people. He added that he had even followed up and did surveillance on all the victims of that experiment, documenting the effects as proof of his scientific mastery. He euphorically asked the World Government (though not directly) where the failure is and told them that he will show them who the number one scientist is.

He then proceeded to send Law, Smoker, Tashigi, and Luffy’s group outside of the facility to die. Caesar later realized his prisoners nor the G-5 Marines were caught in the gas and one of his subordinates reported their escape. Caesar discerned the group is heading for Gate #66 in Building R. He ordered the passage between Buildings A and B be sealed off, then to blow hole in the sealed part to let the gas in though wishes for the Den Den Mushi to continue running to show the brokers his scientific work. He is angered when he observed that he did not petrify his intended targets and swears no one will escape. He orders Monet to let gas into the other chamber, saying he is willing to kill Vergo when Monet comments that the gas would petrify Vergo as well.

Enjoyed this chapter a lot and looking forward to the coming chapters of One Piece to see just how this arc ends up exploding into something even more ridiculous, glorious and creatively fun.
