Mutsu and Nobume are both unreasonably strong. Mutsu was said to be a yato with well combat experience , can easily stop and destroy an airship bare hands. Nobume was a well trained assasin since she was an orphan, she was Naraku's top three assasins at very young age. Kagura in 19 is definately stronger than she was in 14 in both physical strength and combat. Momochi Rappa is one of a Ninja master, her trickery skill is dangerous and despite her trickery skill, she is strong in combat, see how her boomerang mutilated so many yatos. It's hard to tell who is stronger between kyubei, asaemon, Tsukuyo and Sachan.
Next combat poll, I'm thinking of Sachan vs Asaemon and Kyubei vs Tsukuyo. Not sure which female should match with Momochi Rappa. I assure you the next poll will be more interesting, epic and controversial than the one before.
Before Abuto’s men can attack, Momochi Rappa gets the jump on them with her deadly ninja puppets and proceeds to guide Gintoki and company out of the Iga village. The instant the group crosses the bridge leading out of the village, Rappa blows it up, ensuring that they can’t return. Not wanting to abandon the Iga, Hijikata and Kondo jump across the demolished bridge and task the Odd Jobs crew with getting Shigeshige to safety. Kondo describes this as the Shinsengumi’s first formal request of Odd Jobs Gin-chan, but I’m reasonably certain Edo’s top cops have sought Gintoki’s help in the past. (Were those requests not formal?)

Things aren’t going much better for the west-bound convoy, as Gintoki and company are besieged by Iga ninja. As Sa-chan explains, the Oniwaban originally came from the Iga Ninja Village. After protecting Tokugawa Ieyasu, a dedicated group of Iga decided to pledge their loyalty to the shogun and formed the first iteration of the Oniwaban. Historically, the Iga have only shown loyalty to the highest bidder, so this represented a huge break from tradition. When the convoy is confronted by the lion-like Fujibayashi Gaimon and the bandage-covered Momochi Rappa, the former explains that the Iga were coerced into aiding the shogun assassination plot by the Yato, who promised complete annihilation if they resisted and a cushy gig guarding the new shogun if they cooperated. However, Rappa soon reveals that Zenzo’s loyalties don’t lie with Nobunobu, prompting a seemingly unassuming ninja to remove his mask and reveal himself as Shigeshige.
